Admission to Austrian Universities after the Decision of the European Court of Justice

The decision of the European Court, regarding admission policies at Austrian universities, requires a rethinking of the pros and cons of an open access policy. This paper deals with features of the Austrian pattern, which can be characterized as an entitlement system that does not refer to study places. Second, the paper also discusses consequences of a policy change that would give universities the right to admit their students.
