Does evaluation have a positive effect on educational institutions? There is no clear answer to this question. It has been shown repeatedly that evaluation in an organisational system can even cause damage. System faults, such as incorrect indicators or wrong processes, may occasionally be the cause. In this paper, we will reflect on the following questions:

  • Could evaluation possibly have adverse effects? If so, why and how?

  • What are the consequences for evaluations and quality management? Are there any functionally equivalent alternatives?
