Over the past 15 years, there have been numerous e-learning initiatives at the University of Duisburg-Essen developed from bottom-up approaches. The requirements of quality development and flexible study structures in the context of larger and more diverse student cohorts led to a top-down, university-wide e-learning strategy that is supported in terms of financing, technology and methodology/didactics. This paper presents the objectives and initial steps of the implementation, as well as early experiences. The strategy claims to affect the deeper levels of the University's organization structure, including the underlying principles and values, which makes it more than an artefact.
