A feasible e-learning strategy does not involve constant innovation in ever shorter cycles to provide the newest available and most sophisticated tools. Rather, a strategy for universities should rather support its aims as an organization to enable and promote collaborative learning, teaching and research via e-learning. E-learning should be implemented as a 'social practice' in a change process. In addition, the mission statement should guide the members of the university. This is shown here using the example of the University for Applied Sciences Cologne.
