In 2014 the University of Graz developed an e-learning strategy that combines top-down and bottom-up approaches, which the rectorate then made an institutionalized part of the strategic considerations of the University. This paper begins with a description of the current situation and the conditions that led to the development of the strategy. The second part then discusses all of the common parameters for a strategy development, with a particular emphasis on the use of new media. This is followed by a description of the specific strategy development, as well as an overview of the main contents of the e-learning strategy. Finally, an outlook on future developments and challenges in implementing the strategy is provided.
