This paper presents an evaluation of the modularisation of study programmes implemented by higher education institutions (HEIs) in Lower Saxony. Questionaires and interviews were used to capture and analyse the perspectives of all major stakeholders on problems with modularisation and their causes. The results show significant deficiencies and weaknesses in the implementation of modularisation. The HEIs did not understand that modularisation could only be successfully implemented with substantial internal discussions and a high coordination effort. In numerous cases, study programmes were only restructured on a formal level, without actually implementing the paradigm shift in terms of the content and methods of tertiary teaching and learning.
