This comment on the article “Qualität ist uns wichtig” analyzes the thesis of its author, that only higher education institutions are capable to assure their own quality, which actually doesn’t hit the point. The main problem of current discussions about quality assurance is not whether it is effective but rather a confusion about the purpose of external quality assurance and an almost arbitrary combination of purpose and processs design which makes questions about the effectiveness meaningless. The future challenge is to make a New Deal in quality assurance that is a re-composition of internal and external quality assurance and also of the various reporting obligations of higher education institutions in order to better align purpose and design of quality assurance procedures.
