This commentary looks back at ten years of experience with internal quality management and external quality assurance at Austrian universities. By means of five theses on university management, knowledge gained, power relations, improvement versus accountability and quality culture we investigate inhowfar these two instruments have been able to fulfil expectations in them. We suggest quality culture as a future-oriented concept which allows for using quality management and quality assurance in a realistic manner and reconciles their (supposed and actual) shortcomings.
