The effectiveness of a quality management system depends heavily on its ability to stimulate and nurture an exchange on quality-related issues at a university. Common understandings of quality can only develop through inclusive communication processes. Achieving these shared understandings is just as important as formalised structures and processes for ensuring a robust quality culture. The present article offers a short introduction to this model of quality culture. The main chapter shows how universities can establish opportunities for communication when developing and implementing quality enhancement measures, using the example of the University of Applied Sciences Muenster.
