Competency orientation is an important goal for the development of study programmes. However, in practice, the implementation usually faces two major challenges. First, the shift from discipline-oriented content to competences is not very intuitive, and second, the formulation of so-called learning outcomes is often seen as an administrative hassle. At the University of St. Gallen, a systematic process for the development of study programmes was introduced. This paper exmaines this process in the context of competency orientation. It seems crucial to allow the programmes as much freedom as possible in their efforts to implement competency orientation. Thus, higher education development can to support the programmes.
