The new culture of learning, which focuses on learner competences, has become a priority for forward-thinking universities. However, since this change from teaching to studying is still being applied in the area of direct teacher-learner interaction, the change processes are implemented, but are only selectively effective. For a fast and sustainable paradigm change from teaching to learning, it is necessary to concentrate on the whole system (teaching, staff, organisation). Supporting procedures that encourage the improvement and verification of quality levels need to be implemented in all areas of the university / higher education.
