Universities of applied sciences (UAS) are required by law to be active in applied research and development (R&D). However, there is no basic R&D funding available for UAS. In order to build up R&D capacities at UAS, the federal government has been providing project-based competitive funding since the end of the 1990s. The respective current programme, “COIN Aufbau,” was evaluated in 2011. The evaluation results highlight the success of this programme, which is mainly due to a combination of high funding intensity (including infrastructure), strong competition for funding, and ambitious mid-term progress criteria for funded projects, including R&D contracts with external clients.
