At the beginning of the 21st century, Austria launched two programs to foster the use and development of new media in higher education. They lasted from 2001 to 2007. The organisation within the former federal ministry of Education, Science and Culture that was responsible for these programs experimented with a new method to implement these programs. The whole process was developed in a collaboration between representatives of both the scientific community and the ministry. The members of the steering committee were chosen by both the scientific community and the minister, and each phase of the competition was transparent and online. The objectives of the programs were to develop sustainable IT measures for teaching and learning using new media and to intergrate these measures into the internal structure of the universities.
