Due to new public management, the Bologna Process and stratification higher education institutions in Germany are forced to reengineer their organization of teaching and learning. Incrementally rather than systematically new positions for coordination and services are established both at the central as at the departmental level. These positions cannot clearly be attributed as academics nor administration. They serve as bridging agents between both, seen with relief and suspicion at the same time. The lack of specific role models put forward questions of professionalization, design and strategic integration of these new positions that have to be answered by heads of departments or universities under uncertainty. Internal and external consulting is needed here.
