The educational goal of the Bologna contract is the creation of a "European space for higher education", which requires a reorganization of the structures of higher education systems in the European countries. The Bologna process is also a challenge and touchstone for transnational cooperation between universites, such as EUCOR, a network of French, German and Swiss universities in the Upper Rhine Valley. The project EUCOR VIRTUALE aims to establish a sound basis for the technical, administrative and didactical requirements of a close cooperation between the EUCOR universities. Key factors for the realization of this cooperation are information and communication technologies and, in particular, e-learning. Different general and local regulations in the higher education systems in France, Germany and Switzerland are administrative barriers to the fulfillment of the Bologna requirements.
