The idea of open educational resources (OER) has taken root in higher education, but their de facto usage is low. Research has mostly focused on the (lack of) awareness of OER and identified barriers to their use. This paper argues that the debate could benefit from the perspective of OER-experienced lecturers who can identify measures to promote the use of OER effectively. This study deployed a
mixed-method approach consisting of an expert survey followed by a focus group discussion. The results show that incentives and support are preferred over obligations and commitments, combined with a more fundamental shift towards open practices and a demand for more openness in higher education.
