This paper explores the extent to which inclusion is an issue in higher education strategy debates on the digitalisation of higher education. To this end, strategic and programmatic documents from the Standing Conference of Ministers of Education and Cultural Affairs (KMK), the German Rectors' Conference (HRK) and the Hochschulforum Digitalisierung (HFD) from the years 1990-2020 are examined using a quantitative content analysis. The paper argues that inclusion and accessibility must be taken into account from the very beginning of the development of higher education strategies for digitalisation, and that mandatory standards, concepts and mission statements should be implemented at the HRK, KMK and HFD levels.
