This article develops a conceptual proposition for structuring quality management at universities in a chronological and consequential manner in order to establish a holistic quality management system. The proposition is based on the practice of university continuing education conceptualized as a service within the profit sector of public higher education. Hence, market orientation and customer focus are central quality requirements. Existing instruments for quality management in university continuing education are assigned to the stages of quality planning, quality control, quality assessment, quality assurance.
