In the reform process of the educational system, which is driven by new public management, more universities have begun to implement a comprehensive quality management (QM). An economic analysis of the behavioural uncertainties between the central actors in the area of teaching and learning can be used to point out the strengths and weaknesses of a management system based on extrinsic incentives alone. This allows conclusions to be drawn regarding the further implementation of reforms in order to integrate rational and creative elements within the framework of a transdisciplinary quality management.
